چکیده

یکی از مهم­ترین دغدغه­های دولت­ها در اداره امور عمومی و حتا نظارت بر بخش خصوصی، فساد، به­خصوص فساد اداری و مالی است؛ و در این راه هزینه­های زیادی را متحمل شده­اند. یکی از راهکارهای مبارزه با فساد، استفاده از ظرفیت­های اجتماعی و از جمله جلب مشارکت شهروندان و کارکنان از طریق افشاگری است که در اکثر کشورها پیش­بینی شده است. این روش نه­تنها نیاز به جذب نیروی انسانی، ساختارها و در نتیجه هزینه­ها را کاهش می­دهد، بلکه از طرف دیگر اعتماد عمومی را نسبت به دولت افزایش داده و احساس مسئولیت را در شهروندان تقویت می­کند؛ و همچنین به­دلیل کثرت جمعیت و پراکندگی آن در کل کشور، در صورتی­که به­نحوِ مطلوبی پیاده شود، می­تواند جامع­تر از سایر ابزارهای مبارزه با فساد عمل کند و اگر به­نحوِ مطلوب اجرا نشود به همان اندازه که مفید است می­تواند خطرناک نیز باشد. با توجه به مطالب فوق یک نظام افشاگری مطلوب چه ویژگی­هایی دارد؟ در این پژوهش سعی شده تا با روش توصیفی و کتابخانه­ای و با استفاده از تجربیات کشورهای دیگر، اصول و قواعد مورد نیاز برای ایجاد نظام افشاگری مطلوب، استخراج شود.

چکیده [English]

One of the most important concerns of governments in managing of public affairs and even overseeing the private sector is corruption, especially administrative and financial corruption. In this way they have incurred a lot of costs. One of the ways to fight corruption is to use social capacities, including participation of citizens and employees, through discoursing that are envisaged in most countries. This approach not only reduces the need to employing employee, structures and therefore costs, but also increases public confidence to the government and strengthens citizens' sense of responsibility, and also, due to its large population and dispersion throughout the country, if implemented properly, it can be more comprehensive than other anti-corruption tools. And if not done properly, it can be just as dangerous. Given the above, what are the characteristics of a good disclosure system? In this research, an attempt has been made to extract the principles and rules that can lead to the establishment of a favorable disclosure system by descriptive and qualitative methods using the experiences of other countries.
